Minister of Construction Trần Hồng Minh works at Viglacera Corporation – JSC
Hanoi, September 8, 2025 – The delegation of the Ministry of Construction led by comrade Trần Hồng Minh, Member of the Party Central Committee – Secretary of the Party Committee – Minister of Construction, came to work at Viglacera Corporation – JSC. Attending the working session were also Deputy Minister Nguyễn Việt Hùng, representatives of the Departments and Divisions of the Ministry of Construction. On the Viglacera side, there were Mr. Trần Mạnh Hữu – Chairman of the Board of Directors of the Corporation, Mr. Nguyễn Anh Tuấn – General Director of the Corporation, and the entire Viglacera leadership team.
“Remarkable achievements”
At the working session, the delegation of the Ministry of Construction grasped the business and production situation, the strategic development orientation of the Corporation, and at the same time listened to Viglacera’s recommendations so that the Construction Sector could develop more comprehensively, strongly, and sustainably.
On behalf of Viglacera’s leadership, Mr. Trần Ngọc Anh, Deputy General Director of Viglacera, presented a report on the results achieved by Viglacera in recent times. The report focused on breakthroughs in applying high technology to building material production, especially green, energy-saving materials in line with sustainable development trends.
In the field of Real Estate, Mr. Trần Ngọc Anh also introduced the Corporation’s outstanding successes in industrial park development, attracting many major foreign investors, positively contributing to the socio-economic development of localities, as well as Viglacera’s efforts in developing Social Housing.
Accordingly, Viglacera is an enterprise with more than 51 years of construction and development history, currently consisting of 41 subsidiaries, affiliates, and joint ventures investing in Cuba.
In the field of industrial park infrastructure investment and development alone, Viglacera has nearly 30 years of experience, with a total of 17 industrial parks domestically and abroad, a total land bank of more than 5,000 hectares, attracting more than 450 investors, with about 20 billion USD in FDI capital from electronics, industrial – high-tech corporations.
In addition, Viglacera is the investor of 18 residential–urban projects and 01 five-star resort. Particularly, the Corporation has always pioneered and made efforts in developing social housing. Up to now, Viglacera has completed investment in 8,000 social housing apartments; prepared a land bank with full legal conditions to immediately build about 10,000 new apartments; at the same time, it is preparing investment and assigning investors for 2 social housing projects in Hanoi with a scale of 10,000 apartments. By 2030, the Corporation strives to complete investment and put into use at least about 20,000 social housing and worker housing apartments. Many Viglacera social housing projects have been recognized as “Livable Projects.”
Viglacera is also a leading enterprise in building materials production, with 31 factories covering fields such as high-quality construction glass, ceramic tiles, sanitary ware, clay bricks, and autoclaved aerated concrete. Notably, Viglacera is among the Top 20 ceramic tile producers in the world; Top 27 sanitary ware producers in the world.
Regarding the results achieved in 2024 compared with 2014 (the first year after officially converting to a joint stock company) (10 years after equitization). Pre-tax profit indicators: Consolidated increased 3.5 times, Parent Company increased 8 times; in terms of total asset scale: Consolidated doubled, Parent Company increased 1.7 times; Parent Company’s equity increased 2.8 times; the total amount of dividends corresponding to the State capital since equitization (including dividends of 2024 expected to be distributed in 2025) is 2,546 billion VND.
In the past 5 years (2020–2024), in terms of business performance, the total profit achieved was 7,925 billion VND. Of which, the parent company achieved 6,987 billion VND in profit; contributed 4,708 billion VND to the State budget; distributed dividends of 20–22.5% per year.
“These achievements demonstrate outstanding efforts and capacity in business, production, and investment, clearly showing the vision and strategic development orientation of Viglacera Corporation” – This is also an overview picture of Viglacera’s production, business, and investment capacity reported by Deputy General Director Trần Ngọc Anh to the Minister and the working delegation.
The report was concise and succinct but immediately received positive recognition from Minister Trần Hồng Minh: “51 years of Viglacera is a proud history, for it has brought many practical benefits to the country and the people. The enterprise has preserved and developed capital strongly; seriously fulfilled its obligations to the State budget. From these results, I affirm that Viglacera’s leadership comrades have worked and devoted themselves properly to the responsibilities entrusted by the Party and the State.”
Proposals in science, technology, and innovation
At the working session, Viglacera Corporation – JSC proposed a number of recommendations, thereby supplementing resources to serve new investment and development goals, serving the national interest and people’s livelihood…
In the context of international competition with many signs of lack of transparency, Mr. Thuận also proposed to the Minister and the delegation practical recommendations for the entire building materials enterprise system, such as strengthening the role of state management against the dumping of many imported goods of foreign origin; creating a healthy competitive market through effective mechanisms and policies…
“Need to focus on developing a stronger, higher brand”
After listening to responses from Deputy Minister Nguyễn Việt Hùng, Director General of the Enterprise Management Department Vũ Ngọc Anh, and Director General of the Department of Science, Technology, Environment, and Building Materials Lê Trung Thành regarding Viglacera’s recommendations, Minister Trần Hồng Minh once again spoke, praising the Corporation for its many achievements in recent years, especially recognizing the good implementation of the 2025 business and production plan.
Minister of Construction Trần Hồng Minh emphasized: The achievements Viglacera has gained in recent times are very valuable, affirming its outstanding capacity in business, production, and investment, showing the vision and strategic development orientation of the Corporation.
The Minister stated: With the achievements already established, in the coming period, Viglacera needs to focus on building and developing a stronger, higher brand; ensuring good living standards for staff and workers…
“Implementing the green, smart industrial park model”
Viglacera Corporation needs to promote its reputation and experience to expand industrial park infrastructure projects nationwide; focus on seeking and developing new land banks, implementing green, smart industrial park models, creating differentiation and attracting large-scale FDI.
Continue to strongly invest in worker housing and social housing in synchronization with existing industrial park development, as well as new key projects under the Ministry of Construction’s program.
Organize the effective implementation of Viglacera Corporation – JSC’s Development Strategy, which has been approved by the Ministry of Construction. At the same time, review, reorganize, and divest from inefficient enterprises and investments to focus resources on core areas.
Innovating new materials following green trends, saving resources, reducing emissions
In the field of building materials, the Minister directed Viglacera to continue innovating and creating new materials following green trends, saving resources, reducing emissions; promoting digital transformation in production and management; researching markets, developing new technologies, producing green building materials, contributing to renewable energy and implementing international environmental commitments under COP26.
The Minister also shared with Viglacera about facing unfair competition, floating goods, unclear origins, and tax evasion, which create difficulties for serious building material producers…
The Ministry’s leadership also requested Viglacera to continue promoting its role in affirming the image of reputable, responsible Vietnamese construction enterprises through the investment process in Cuba.
The Ministry of Construction always accompanies enterprises
Regarding the recommendations of Viglacera Corporation – JSC, the Minister assigned the Ministry’s functional units to study and review in order to stand side by side with enterprises, promptly removing difficulties. The Minister also supported the use of building material products from reputable manufacturers in projects such as terminals, airports, and national key projects, because with good quality, reputable brand, and competitive prices, these products are worthy of being spread in Vietnam’s landmark projects.
Regarding the divestment process, the Minister instructed that it must be built on legal policy bases, and at the same time assigned Deputy Minister Nguyễn Việt Hùng and the Enterprise Management Department to coordinate closely and promptly resolve difficulties arising in practice…
In response to some recommendations from Viglacera, Deputy Minister Nguyễn Việt Hùng also confirmed that he would seriously implement the Minister’s directive to accompany Viglacera in its development process, while also providing some important orientations for the coming period.
“Prioritize domestic materials for national key projects”
At the working session with the Ministry of Construction, Mr. Nguyễn Anh Tuấn, General Director of Viglacera Corporation, reported to the Minister: “If we are allowed to participate in major projects such as airport systems, urban railway stations, key works… it will not only protect the materials industry against pressure from foreign goods, but also help enhance the Vietnamese brand, creating momentum for enterprises to continue investing in innovation and sustainable development.”
Minister Trần Hồng Minh expressed support for this recommendation. According to the Minister, only when domestic materials are linked to specific projects will they create spillover effects, and the Vietnamese brand will be elevated: “On this matter – the Ministry of Construction will definitely accompany and stand side by side with enterprises, thereby protecting the enduring interests of the nation.”
