PRESS RELEASE: Digitalization of the Lottery Process for CT3 Kim Chung Social Housing – Transparency and Convenience for Citizens

(Hanoi, June 1, 2026) - The consortium of Hanoi Housing Investment and Development Corporation (HANDICO) and Viglacera Corporation – JSC is finalizing an online lottery system to support the sales launch of CT3 apartment building under the Social Housing Development Project at CT3 and CT4 land plots, Kim Chung New Urban Area (Thien Loc Commune, Hanoi), expected to take place in June 2026. This solution aims to digitalize the entire process, reduce the burden of organizing in-person events in the face of a large volume of applications, while ensuring maximum openness and transparency and enhancing the customer experience.

CT3 Social Housing under the Social Housing Development Project at CT3 and CT4 land plots, Kim Chung New Urban Area has currently recorded 3,654 valid applications, while the total number of social housing apartments available for sale, rent-purchase and lease is 929 units. With the number of applications many times greater than the available supply, organizing a traditional lottery process may create significant pressure in terms of time, manpower and control procedures. In response to this situation, the online lottery solution has been selected by the investor consortium to enhance monitoring capabilities and data storage, minimize subjective intervention, thereby ensuring openness, transparency and absolute fairness for all customers.

Notably, this system has been developed and refined in line with the digital transformation policy under Politburo Resolution No. 57-NQ/TW; while also realizing the investor’s right to choose the online lottery format, meeting the criteria of openness, transparency and fairness in accordance with Government Decree No. 54/2026/ND-CP on housing and real estate business activities.

Recently, the investor consortium organized a presentation and demonstration of this technological solution to seek comments from central and Hanoi authorities, including: the Ministry of Construction; the Economic Police Department under the Ministry of Public Security; the Economic Security Division and Cybersecurity Division of Hanoi City Police; Hanoi Department of Construction; and the People's Committee of Thien Loc Commune.

The proactive reporting and consultation with state management agencies and competent authorities from the software development stage demonstrate the investor consortium’s determination to establish a transparent and objective information framework. This ensures strict compliance with legal regulations governing social housing sales and completely prevents policy abuse or transactions involving ineligible beneficiaries.

The participation and professional input of specialized agencies, together with the close supervision of competent authorities in accordance with their assigned responsibilities, not only ensure data security and anti-fraud protection for the digitalized system, but also help reinforce absolute confidence among future residents ahead of the project's official sales launch.

Digitalizing the Entire Social Housing Lottery Process

According to the design, the software system has been developed to carry out the entire lottery process in an online environment, from login and identity verification to lottery participation and result announcement. The adoption of this approach not only reduces the burden of organizing in-person events but also enables all data to be stored and monitored throughout the process on the electronic platform.

Lottery results are processed automatically by the system and cannot be modified throughout the process. All participation data is stored and backed up for inspection and verification when necessary.

The system is designed to accommodate a large number of simultaneous users, ensuring stable participation even during peak periods. Lottery results are also displayed almost instantly on the system and simultaneously on participants’ devices.

Enhancing Openness, Transparency and Convenience for Citizens

One notable feature of the system is that citizens can directly participate in the lottery using their mobile phones or personal computers, making the process more proactive, transparent and convenient.

The system has been designed to be simple and user-friendly, suitable for different groups of users. Participants log in using their Citizen Identity Card number and a verification code sent to their mobile phones. Prior to the official lottery session, the system will also provide a trial login period to help users familiarize themselves with the process.

According to the proposed plan, the lottery will be organized by applicant groups and specific time slots during the day. Morning sessions will be dedicated to social housing purchase applicants; afternoon sessions will be for rent-purchase and lease applicants. Priority groups will be processed in accordance with regulations before proceeding with the remaining eligible applications.

The software interface has been designed intuitively for both mobile phones and personal computers, enabling users to easily complete all steps from login and lottery participation to result tracking.

Upon completion of the process, results will be displayed directly on the screen and simultaneously sent via text message. Participants may also save an electronic confirmation certificate for convenient future reference and verification.

Increasing the Supply of Quality Social Housing for Hanoi Residents

From the very beginning of its implementation, the CT3 Kim Chung Social Housing Project has attracted significant interest from people seeking housing in Hanoi. Located at the northern gateway of the Capital, the project enjoys excellent transport connectivity, providing convenient access to the city center, Noi Bai International Airport and nearby industrial parks.
