VIGLACERA COMMENCES TRAN YEN IP PHASE 1 & DOC DA TRANG IP – PROJECTS CELEBRATING THE 80TH ANNIVERSARY OF THE AUGUST REVOLUTION AND NATIONAL DAY 2/9

This morning, August 19, 2025, the Inauguration and Groundbreaking Ceremony of a chain of 250 projects celebrating the 80th Anniversary of the August Revolution and National Day 2/9 took place in a jubilant atmosphere – at 80 online and onsite connection points nationwide. Viglacera has 2 major projects in industrial park (IP) investment and development honored to participate in this historic event.

At the Lao Cai site – Viglacera Corporation – JSC coordinated with the People’s Committee of Lao Cai Province to organize the Groundbreaking Ceremony of the Investment, Construction and Infrastructure Business Project of Tran Yen Industrial Park – Phase 1. At the same time, at Van Phong Economic Zone (Khanh Hoa), the Groundbreaking Ceremony of the Investment, Construction and Infrastructure Business Project of Doc Da Trang Industrial Park was solemnly held.

Attending the Groundbreaking Ceremony of the Tran Yen Industrial Park – Phase 1 were Mr. Doan Hong Phong  Member of the Party Central Committee, Government Chief Inspector, Mr. Ho Sy Hung – Deputy Minister of Finance, along with representatives of leaders of central ministries and branches: Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Finance.

On the side of Lao Cai Province, there were Mr. Trinh Xuan Truong – Provincial Party Secretary, Chairman of the People’s Council of Lao Cai Province; Mr. Tran Huy Tuan – Deputy Party Secretary, Chairman of the People’s Committee of the Province, Mr. Hoang Giang – Deputy Party Secretary, together with comrades from the Provincial Party Committee, People’s Council, People’s Committee of Lao Cai Province, leaders of Departments, Agencies and the people of Au Lau Ward.

At the Khanh Hoa site, where the Groundbreaking Ceremony of the Investment, Construction and Infrastructure Business Project of Doc Da Trang Industrial Park took place, on the side of Khanh Hoa Province, attending were Ms. Pham Thi Xuan Trang – Vice Chairwoman of the People’s Council of Khanh Hoa Province, Mr. Nguyen Van Thien – Provincial Party Member, Vice Chairman of the Vietnam Fatherland Front Committee; Mr. Tran Minh Chien – Head of the Management Board of the Economic Zone and Industrial Parks of Khanh Hoa Province, Mr. Chu Van An – Deputy Director of the Department of Construction of the Province.

In the Master Plan for the Midlands and Northern Mountainous Region for the 2021–2030 period, with a vision to 2050 approved by the Prime Minister under Decision No. 369/QD-TTg (issued May 4, 2024), Lao Cai was identified as one of six important industrial growth poles of the Region.

In his speech at the Groundbreaking Ceremony of the Investment, Construction and Infrastructure Business Project of Tran Yen Industrial Park – Phase 1, Mr. Trinh Xuan Truong – Provincial Party Secretary, Chairman of the Provincial People’s Council, stated: “With the vision of being the center of trade connectivity between Vietnam, ASEAN, and Southwest China, Lao Cai Province has reshaped its socio-economic development space towards creating comprehensive strength, green, harmonious, identity-based, and happy development. The groundbreaking of Tran Yen Industrial Park Phase 1 together with other projects simultaneously launched in Lao Cai Province today is a concrete step to realize the province’s strategic vision in developing industry and logistics services, affirming the will and aspiration to rise of Lao Cai Province, and is vivid proof of the spirit ‘Consensus – Action – Development’ of the entire political system and business community, with the motto ‘Enterprises prosper, Lao Cai develops’...”

It is known that from the time of granting the Investment Certificate until now – through the process of provincial merger and the organization of two-level government – the Provincial Party Committee and People’s Committee of Lao Cai together with the locality have provided very timely support in legal procedures, site clearance, as well as mechanisms to facilitate the Project’s smooth implementation. The provincial authorities have closely directed and prepared the best conditions to organize the groundbreaking of the Project on the occasion of the 80th Anniversary of the August Revolution and National Day 2/9 this year.

The ceremony of signing the Investment Memorandum of Understanding for Tran Yen IP Phase 1 was conducted between Ms. Nguyen Thi Thu Huong – Deputy Director of Viglacera Real Estate Company, Mr. Kim Jae Chan – Director of Partner Eng Vina Co., Ltd. and Ms. Pham Ngoc Huyen – Deputy General Director of Truong Thanh Energy Group JSC. The ceremony of signing the Sales Representation Contract in the Japanese market with Nippon Steel Trading Corporation and the ceremony of signing the Investment Promotion Support Memorandum of Understanding between Viglacera and Mr. Yoon Sang Ho – CEO of SMBL Co., Ltd. were also held.

Representing the project investor – Viglacera Corporation – speaking at the event, Mr. Tran Anh Tuan – Director of Viglacera Investment Development Projects Management Board affirmed the determination to complete the project on schedule and with quality: “After this groundbreaking ceremony, Viglacera Corporation commits to concentrate all resources to complete site clearance in 2026, invest in technical infrastructure construction to be completed in 2028, ensuring quality, schedule, synchrony, convenience, modernity, good environmental protection, bringing the IP into operation soon, with clean land ready to welcome major domestic and foreign investors, quickly covering the green tree area on the land as planned; implementing in line with the orientation of developing an ecological, modern, and civilized industrial park.”

VIGLACERA STRIVES TO CONTRIBUTE TO THE ESTABLISHMENT OF VAN PHONG ECONOMIC ZONE, KHANH HOA PROVINCE

Present at and encouraging the investor Viglacera – Viglacera Yen My IP Investment JSC, Ms. Pham Thi Xuan Trang – Vice Chairwoman of the Provincial People’s Council clearly stated the expectations of Khanh Hoa Province for the Project: “Doc Da Trang IP will become a model, modern industrial park, meeting high standards on environment and working conditions. At the same time, the contribution of high-tech, environmentally friendly enterprises in the IP will help improve production capacity, product value, and competitiveness of Khanh Hoa’s economy on the regional and international map.”

Ms. Pham Thi Xuan Trang – Vice Chairwoman of the People’s Council of Khanh Hoa Province affirmed: “Khanh Hoa will continue to accompany, creating the most favorable conditions for Viglacera Yen My and secondary investors throughout the implementation and operation of the project.”

The groundbreaking event of Doc Da Trang IP took place in the context that Van Phong Economic Zone (EZ) has been planned as an economic growth nucleus, an industry–urban–service center of the South Central region, which is expected to create another growth pole for Van Phong EZ.

It should be noted that since the project was approved by the Prime Minister with the investment policy, the Provincial Party Committee and People’s Committee of Khanh Hoa have directed the Van Phong EZ Management Board, relevant departments and localities to urgently implement the requirements stated in the investment policy decision to soon commence project construction and operation, specifically: the project was approved by the Provincial People’s Committee with a 1/2,000 zoning plan in December 2024, approved by the Ministry of Agriculture and Environment for the Environmental Impact Assessment Report under the Decision dated August 12, 2025, and granted a construction permit for the site leveling category by Van Hung Commune People’s Committee on August 15, 2025.

Regarding site clearance work, Van Hung Commune People’s Committee and Bac Ninh Hoa Commune People’s Committee have handed over 95.12ha/100ha of land to the Investor to implement project construction (phase 1).
During the site clearance process, all levels of government regularly met, campaigned, and received feedback on difficulties and complaints from households to ensure that compensation and resettlement policies were handled reasonably in accordance with legal regulations, creating maximum support for affected people to soon stabilize their lives.

In light of these initial results, Viglacera always appreciates and remembers the support of Khanh Hoa provincial authorities and local departments. In his speech at the event, Mr. Tran Xuan Hung – Director of Viglacera Yen My IP Development JSC said: “Viglacera Yen My IP Development JSC sincerely thanks the support and facilitation of the Government, central ministries; thanks to generations of Khanh Hoa provincial leaders, the Economic Zone and Industrial Park Management Board and provincial Departments; thanks to Van Hung Commune, Bac Ninh Hoa Commune and local people during project implementation.” Mr. Hung further proposed to the Provincial Party Committee, People’s Committee of Khanh Hoa Province, Van Hung and Bac Ninh Hoa Communes to accelerate compensation and site clearance work to be completed in 2025 and soon invest in the interchange for Doc Da Trang IP to connect with National Highway 1 so that the project can be implemented on schedule.

It is known that currently in Van Hung Commune and Bac Ninh Hoa Commune – Khanh Hoa Province, there are no IPs or industrial clusters, so the investment and construction of Doc Da Trang IP will contribute to increasing industrial production value, shifting the economic structure towards industrialization, and increasing budget revenues. Moreover, with the ability to create 16,000 jobs, contributing to hunger eradication and poverty reduction, gradually stabilizing the lives of local people, the project is receiving great attention and support from the community.
