PRESS RELEASE: GROUNDBREAKING CEREMONY OF THE TIEN DUONG 1 SOCIAL HOUSING PROJECT (Commercial name: Tien Duong Park City)

On December 19, 2025, in a solemn atmosphere, concurrently across the country, groundbreaking ceremonies, inaugurations, and technical traffic openings were held for 234 projects and works to celebrate the 14th National Congress of the Communist Party of Vietnam. On this occasion, the Hanoi People’s Committee, in coordination with Vihoce Tien Duong Joint Stock Company, organized the groundbreaking ceremony for the Investment and Construction Project of the Tien Duong 1 Social Housing Area (commercial name: Tien Duong Park City) in Le Phap Hamlet – Phuc Thinh Commune.

Tien Duong Park City is an investment project developed under the model of an independent (concentrated) social housing – urban area, and is the first large-scale project of its kind in the Capital of Hanoi. This is one of the works and projects with significant social meaning that were selected by the Government and the City of Hanoi to hold a groundbreaking ceremony in celebration of the 14th National Congress of the Communist Party of Vietnam. The Tien Duong Park City investment project is formed with a full system of social infrastructure and technical infrastructure meeting the standards of an urban area, and will provide approximately 3,103 modern-standard social housing apartments to address housing needs for about 12,400 people who are beneficiaries of the State’s priority housing policies; at the same time, it makes a practical contribution to the program of developing 1 million social housing units as directed by the Prime Minister.

Strategic location at the dynamic northern development center of the Capital

The Tien Duong Park City social housing area is located at the center of the northern development region of Hanoi – an area that is rapidly transforming into a new growth pole for commerce, culture, and the economy of the Capital.

Situated on the Vo Nguyen Giap axis within the Nhat Tan – Noi Bai urban corridor, the project possesses outstanding connectivity advantages: approximately 8 minutes to reach central Hanoi, about 15 minutes to Noi Bai Airport, along with convenient connections via Nhat Tan, Dong Tru, and Tu Lien bridges.

The surrounding area of the project is invested with synchronized infrastructure including national highways, ring roads, Metro lines No. 2, 4, and 10, alongside a network of service – education – healthcare centers such as Dong Anh General Hospital, school systems, commercial centers, and regional-scale entertainment facilities.

The project also benefits from momentum generated by major planning schemes of the northern area of the City, including new urban subdivisions, administrative centers, and industrial – high-tech zones.

Thanks to its strategic triangular linkage coordinates: Central Hanoi – International Airport – Industrial and High-Tech Zones, Tien Duong Park City becomes an ideal choice for modern urban residents.

Large-scale project with a synchronized amenities system

According to the Decision approving the investment policy, the project covers an area of 45 hectares with total housing demand for more than 12,465 residents. Upon completion, it will provide approximately 3,530 apartments, including 3,103 social housing units, 427 commercial apartment units, and 99 low-rise terraced houses.

The project features a fully planned internal amenities system, including schools at all levels, commercial and service centers, green parks, sports areas, community activity zones, parking areas, and many other public spaces.

In addition, residents will benefit from a rich chain of external amenities such as Kim Quy Park, commercial centers, hospitals, education systems, and the administrative – social infrastructure of the northern part of the City. With its large scale and modern, synchronized urban structure, Tien Duong Park City will be one of the leading large-scale social housing projects in Hanoi at present.

Solid legal basis and a well-prepared development journey

The project is implemented on a complete and stringent legal foundation, having been approved by the City of Hanoi with a detailed 1/500 planning in 2018; the investment policy was approved in 2024; and by September 2025, the investor consortium consisting of Viglacera Corporation – JSC, Hoang Thanh Infrastructure Investment and Development Joint Stock Company, and Central Construction Joint Stock Company was officially selected.

On December 1, 2025, the City People’s Committee assigned Vihoce Joint Stock Company – an enterprise established by the Consortium – as the direct investor to implement the project.

The project is implemented from 2024 to 2030, with an operating term of 50 years from the time the investor is allocated or leased land, ensuring full compliance with legal procedures and regulations and receiving close coordination from departments, sectors, and local authorities.

Green materials & outstanding urban amenities

As with all projects invested in by Viglacera, the Tien Duong Park City Social Housing Project uses Viglacera’s ecosystem of green building materials in construction, including energy-saving glass, autoclaved aerated concrete, ALC panels with reinforced steel cores, high-quality tiles, and water-saving sanitary ware. These materials offer good thermal and sound insulation, save energy, enhance building durability, and reduce emissions during construction.

In addition to green materials, the application of other environmentally friendly solutions will help the project move toward green urban standards, creating a safe, modern, and efficient living space for residents.

Within the overall urban structure, this area is sufficiently distanced from the bustling city center. Tien Duong Park City is fully located within a peaceful spatial zone, helping residents regenerate energy after stressful working days. With the goal of creating an “ideal living space,” the project offers a complete living experience thanks to a synchronized, international-standard amenities system, including themed green parks, food streets, commercial centers, plazas, sports and entertainment areas, cinemas, etc.

Commitments of the investor

Vihoce Tien Duong Joint Stock Company was established by the Consortium comprising Viglacera Corporation – JSC, Hoang Thanh Infrastructure Investment and Development Joint Stock Company, and Central Construction Joint Stock Company. These are units with extensive experience in urban infrastructure and social housing development.

As the direct investor, the Company commits to implementing the project on schedule, complying with legal regulations, ensuring construction quality and labor safety, and transparently executing project management processes.

The investor’s development philosophy emphasizes construction quality, long-term sustainability, and social effectiveness, together with the application of advanced construction technologies and digital transformation throughout the project’s implementation and operation phases.

The total capital contribution of the three investors in the Consortium is VND 1,500 billion, of which Viglacera holds 55% (VND 825 billion), Hoang Thanh 30% (VND 450 billion), and Central 15% (VND 225 billion). The investor’s contributed capital accounts for 16.1% of the project’s estimated total investment; the remaining portion is mobilized capital of approximately VND 7,807.422 billion, accounting for 83.9%.

As the leading entity in the Consortium, Viglacera Corporation – JSC is a core enterprise in the construction industry and a reputable investor, particularly pioneering in the development of social housing. Viglacera aims for sustainable development, linking social responsibility with business operations. In its long-term development strategy, Viglacera plans to invest in 50,000 social housing units, making an important contribution to the Ministry of Construction’s target of 1 million units by 2030. All projects are synchronously planned, ensuring modern technical infrastructure and a full system of amenities, creating civilized and high-quality living spaces.

Many projects implemented by Viglacera have been honored as green architecture projects, becoming exemplary models in social housing development, not only improving community living quality but also contributing to promoting sustainable urbanization.

A representative project in Hanoi’s social housing development strategy

With its strategic location, large scale, synchronized amenities, and sustainable development orientation, the Tien Duong Park City Social Housing Area is expected to become a representative project in the Capital’s social housing development program. The project not only increases housing supply for low-income earners, workers, and laborers, but also contributes to building a civilized and stable residential community associated with the future development of the northern urban area of Hanoi.
