VIGLACERA's groundbreaking ceremony of the service area, housing for workers in Dong Van 4 Industrial Zone, Kim Bang, Ha Nam

The development of social housing (S.H) especially the housing for workers has been recognized by the Government in the Housing Development Strategy until 2020 and vision to 2030 and is a right policy of the Party and State, to facilitate the low-income employees are entitled to own houses. This policy have also received the consent of a large number of people and social organizations, but has not been supported by many localities and enterprises, the situation is slow and not actively that lead to the lack of S.H and housing for workers....

To immediate follow the direction of the Prime Minister in Instruction 03/CT-TTg dated 26/01/2017, Viglacera immediately broke ground for the construction of housing for workers in Yen Phong Industrial Zone on 02/02/2017, demonstrating Viglacera's high determination, confirming Viglacera's pioneering role in the field of S.H building ... And just after 3 months, Viglacera has continued to commence the service area, housing for workers in Dong Van 4 Industrial Zone, Kim Bang, Ha Nam. This is a very significant event on the occasion of the 127th anniversary of President Ho Chi Minh's birthday and also a practical activity for workers in the month of workers (May 2017).

The investment project of building service area and housing for workers in Dong Van 4 Industrial Zone invested by Viglacera, is a service area, housing for workers for workers and experts working in Dong Van IV industrial zone, Kim Bang district, Ha Nam province, is also a high-class, civilized, modern and synchronous residential area with technical infrastructure. The project will contribute to solve the problem of accommodation for workers, indirectly support costs and create abundant human resources for enterprises that use lots of employees in production in industrial zones. In addition, shortening travel time as well as indirectly reducing traffic on the road, contributing to reducing traffic jams during peak hours is a social problem is extremely urgent now.

The housing area for workers and experts in Dong Van IV Industrial Zone is located in the North of Dong Van IV Industrial Zone in Kim Bang, Ha Nam province has land use scale: about 16.69 ha. Population size: About 9,146 people with boundaries as follows:

- The north borders on highway No. 38;

- The South borders on the factory area in Dong Van IV Industrial Zone;

- The east borders on the highway No. 1, avoid-road Phu Ly;

- The West borders on the operating center and services of Dong Van IV Industrial Zone.

The project to build service area and housing for workers in Dong Van 4 industrial zone has been set up with the objective of concertizing the Ha Nam provincial planning project up to 2030 with a vision to 2050; Construction planning of Dong Van IV industrial zone, Kim Bang district - Ha Nam province.

- Preschool with 02 floors, a size of 193 students.

- Medical station with 01 floor.

- Green park, water surface, sports gym, squash court serve many purposes: families, the elders, teenagers, children ... in combination with the improved canal system. Reinforced through the urban area to create attractive landscapes and micro-climate improvement for the whole housing.

Mr. Nguyen Xuan Dong, Chairman of Ha Nam People's Committee highly appreciated the investment and development of housing services as well as efforts to take care of spiritual life for workers of Viglacera.

With the investment in building housing for workers in industrial zones, Viglacera has contributed to implement the guidelines and policies of the Government and the Ministry of Construction as well as Ha Nam province on the development of social housing for workers. Remarkably, when the situation of the lack of stable shelter for workers is increasing according to the industrial development in Vietnam. According to Minister of Construction - Mr. Pham Hong Ha: "The whole country has completed the construction of 179 social housing projects in urban areas and industrial zones (equivalent to 71,150 apartments), compared with the target by 2020, the proposed National Housing Development Strategy (about 250,000 apartments) is currently up to 28%. " In addition, according to statistics of the General Labor Confederation, there are 2.8 million workers in industrial zones in the country, of which 1.7 million need housing. Yet, with many sources, only 8-10% of these can be managed, while the remaining 1.5 million are currently rented to live with very low living conditions, affecting health and impact on productivity.

Deputy Minister of Construction - Bui Pham Khanh expressed his appreciation for Viglacera's pioneering role in developing social housing in general and housing for workers in particular.

To solve the lack of accommodation for low-income people, for workers in industrial zones, Prime Minister - Nguyen Xuan Phuc requests the localities with a range of resource mobilization solutions, focusing on implementation of Direction of the Prime Minister on the implementation of construction of social housing and housing for workers, especially localities with industrial economic development. In the process of construction, it is necessary to pay close attention to the synchronous system of social security infrastructure, ensuring the sustainable development.
